In some cases there is no reason not too. Sometimes tho the water passes thru the radiator soo quickly it does not have a chance to loose enough heat. Is this the scoot you have the temp. issue with Slinger? That could be the cause... Just thinking.
Some will run much cooler w/out a t-stat due to better flow so trial, and error.

..i took the thermostat out troubleshooting the problem....

..helped a little, but still hot after a few miles of running...

..josh said it's going to run hotter, but it melts my cvt fans....

..wasn't an issue in the winter..

Perhaps boiling out the radiator? Could be some blockage. Or maybe since it's a bigger jug with LESS water area a bigger Rad? or a second small rad under the belly

You have to know the base flow rate to compare. You also have static pressure testing but again you need a base to compare.
Run the inlet side of the pump into a 5 gallon pail, and the outlet into the same pail. At cruise rpm take the outlet hose , and put it in a quart bottle. Time it till full. That will give the gph of the pump. For pressure it is the same as a home inspector uses. A pressure gauge mounted to the outlet side rated at cruise rpm.
Perhaps someone will compare to give you the base line #'s.

I mentioned using a Quart bottle. That is to keep from melting the jug by filling a gallon.

I said pump in the post but meant the Radiator. The bucket replaces the Rad.
On marine engines I look for a 1" hose to shoot 1' above the hose at cruise rpm. Like a fountain in the park.
