My wife and I are looking into a place to relocate to, we want year round warm but not to hot. A stable gov. witha good medical system for when we get old. We live in the eastern US now so Asia/Africa is too far away, we prefer a coastal city with a population below 1,000,000 but population won't kill a deal, just that Rio is far too big for what we're looking for.
A lake as long as it's a large lake would work for us too if ocean or bay in not nearby. Also high altitude is out as the Mrs. has asthma.

However, this is not for the faint-hearted when it comes to money. I think that living in USA is much cheaper than living here.
Cars and bikes cost here at least twice as much as in the USA.
Small-average two room apartment would be around 150.000 US$. A house would be between 400.000 US$ and 600.000 US$.
Food would be 20-30 % more expensive, utilities roughly the same.
Gasoline is 2 US$/liter (currently)
