Super 9 LC auto choke problems

Hey guys happy to be a new member, i have what i think to be a auto choke problem, never starts cold with out starter fluid, i have a new plug, carb cleaned by sonic cleaning and a new jet but still doesnt start, the only way i can start it with out starting fluid is to hold my hand over the intake but still starts and doesnt stay running i dont know what to do. im thinking it has to be the auto choke/choke but what do you guys think? thanks

Remove it from the carb. but leave the wires connected. Make a mark on the needle where it meets the body, and turn on the key. The needle has to move 4mm or more to work correctly. http://www.stadiumyamaha.com/
