Any 150cc scooter will move you pretty well.  I had a 185lb passenger plus my 175, plus 10-15lbs of case plus gear, plus lock & chain on once, and it was fast enough for traffic.  I could have passed cars if I'd wanted to.  A few extra psi are highly recommended, and you'll want to take advantage of the adjustable rear suspension on the People.

Really, even the 50cc scoots would be fine for most purposes once you delimit them.  A delimited 50 isn't TOO much slower than a 150.  They can't keep up, but they're not too far behind.  I think off the line and at the top end I've got an edge on them, but I haven't done a lot of racing or anything.

Yeah, small wheels are not for me.  I'm average fora an American, which means I'm big for a scooterist.  I'd go up a size on tires if I thought they'd fit, and if I thought turn-in wouldn't suffer.  The quick handling of the lightweight machine is one of the things I like about scooters, or at least mine.
