Problems starting S9 2004

Hello Kymco world.  I've had my s9 since 2005 and it has been pretty reliable since then.  But I just recently sent it in to a local shop to see if they could get it start better.  I've been having stubborn starts for quite some time, but just dealt with it.  It starts up, runs for a few seconds then dies.  I'll do this a couple of times and then give up trying with the start button.  I'll put it up on the tri stand (to save battery and reduce wear and tear on the starter) and kickstart it until it holds the idle.  But then that doesn't always work.  So I'll get it started and then work the throttle with short little twists until it clears out.  Because if I give it too much throttle it will die out.  The repairman thinks it's the choke as he charged me $80 to clean out the carb.  Once I get it down the road it runs pretty good.  Occasionally, when I go to the store a mile away and then try to start it after being in the store for 5 mins or so it takes about 3 tries and then it will go.  I can deal with that little quirk, but the other problem has gotten me wanting to sell it.  It doesn't seem to matter what the outside temp is either.  I hope I made sense.

Geez, $80 to clean the carb? You can do that yourself with a needle and a $4 can of carb cleaner.

along with what ^ he said, you might check the spark plug as well.

Compression/vacuum/pressure tests will tell you everything about the condition of the engine. You Must do these before assuming anything. See what your "dealer" will charge for these. Maybe less than 1hr labor, and a new exhaust gasket when finished. If it fails any of these tests you need to spend upwards of 300.00 to rebuild or sell.

Thanks for the quick replies.  I wish I had a shop so I could take this thing apart (hopefully before the end of the year). So with compression/vacuum/pressure tests can be done with a single tester?  I wouldn't mind buying a tool if that's what it takes.  Vacuum: I'll try and use some soap/water and spray around gaskets.  It has been a while since the plug was pulled.  The mechanic didn't even take that out.  I won't be going back to him again.  Bad thing is he is the only small engine repair guy in this tiny town. 
The guy that I bought it from derestricted it, put the roller/bushing in to make it go faster.  It has over 14,000km.  No mods.

You can get a decent compression tester for about 50 bucks or rent one from NAPA or a similar store. Same for a pressure tester set up.
