Don't know if I'm stating this correctly but I'll describe it as best I can.

My scoot has about 850 miles on it now (peoples 200) and when I stop you can feel the scoot brakes grab, ease up, grab, ease up etc.etc. as the wheel spins as if there is a high spot on the pads or the disk itself.

The bike stops fine (distance) but am wondering if this is a major concern or just something I need to live with on an inexpensive scoot?

Warped rotor

Comes from overheated brakes. Avoid squeezing brake excessively on a stopped and hot rotor(for example right after a hard stop at a light).

Same happens if you hit a wall hard enough.

You have warped rotor which should be replaced or turned, could be a warrantey item. It could get worse and cause your brake do grab and lock at the wrong time causing a crash if the road is slippery.

Doubt it's a warrenty issue for me as I'm the 2nd owner, shucks! But very good advice, thanks.

Seeing as you have such low milage, I assumed this was a new scoot, If it is just low milage ,but, has some age on it, it could mean your caliper (s) are sticking which may have caused over heating, and the warpage. This sticking can be intermitent depending on the weather and how long the scoot sits between rides or seasons. Two things can cause the sticking, corrosion of the caliper pins or pistons. ( or other sliding surfaces).
  Both conditions are fixable. If you feel your brakes draging while riding, swerve your bike side to side and if the is any wheel play the movement can force the piston back in to release the brakes. If this doesn't work, a brake service is in order.
   If you feel the vibration isn't to bad you might get some miles before the service. Check your pads more often and be careful when it's slippery.

Will do and again thanks for the extra advice. I try my best not to ride in rain as I wear work clothes while riding and don't need them wet while at work.

Yes., and when squeezing your front brakes after a hard stop (rotor is very hot at this point), the heat on your rotor transfers to your pads and to your calipers and to your brake fluid and eventually overheats and cook your fluid over time. Shortens life of brake fluid. Bikes and scoots rotors operate at a hotter temp compared to cars'.

..put your scoot on th center stand...spin the wheel..watch the wheel, rotor...see what you see...
..every mod (action) necessitates a (reaction) mod..
