Hello I am looking for some troubleshooting advice

I am trying to figure out why my scooter won't start.  When I press the ignition I hear a whirring sound but the engine is not turning over.  Might it be a broken starter moter?  I really have no clue at this point and I am asking for help/advice.

My scooter has done this as well...
It does not correct the 2nd time you press the switch?
Either battery is to low OR the starter bendix is going...
I would charge the battery 1st though and see if that corrects anything.......

Out of curiosity, can you kick-start it?

You should be able to kick start it if it is on the center stand , kill switch off , key in on position and the brake handle depressed . Good luck .

Is the starter bendix the same as starter clutch?  Also I have removed the two bolts holding the starter motor but I am not able to just pull it out, why not?  And is the bendix built into the starter motor?  Or is it located elsewhere?

No to your question, it just keeps whirring everytime.
