new license laws for Uk/Europe learners coming in 2013.

I currently ride a 50cc on my car license, never sat any test at all apart from my car license test about 20yrs ago. I planned on doing my cbt bike test in the next 6months anyway cos i have a 125 now too so was looking up some info today when i found out the laws are changing next year for all EU countries, inc the UK.

Anyone riding a pre-2003 restricted 50cc moped on L-plates may have a major headache and it will be more costly and time-consuming to sit your full test for many too after this date.

I hadnt heard anything about this till today so thought i better share the info in case others didnt know either.

Heres a summary of the changes coming in.........time to sit that test quick and beat the laws.

Damn -- they're essentially outlawing 50cc scooters all across Europe with this new law. Who wants a scooter that can't go over 30 mph? Would this kill their (European) scooter market, or are they just going after a potential revenue source due to the poor (European) economy?

Its not going to kill off scootering or 50cc's but it will cost you more and take longer to go thro cos you will need another test to go to large cc bikes.

From 2003 all new 50cc learner/restricted bikes had to be restricted to 28mph where pre 2003 they were allowed to go to 31mph. This means if you now run a pre 2003 bike on learner plates or as a restricted rider it will become illegal to use after Jan 2013. If you have a bike license already you can still use pre 2003 50cc's, but most 50cc riders do not have a bike license so if you run an old one youre fu©ked basically. Total nonsense, prob just a plan to get older scoots and bikes off the road or to get all folk on older bikes to be buying new bikes.

Another thing changing that annoys me is that i have to ways to sit my bike test and pass just now,

Option 1 - sit a restricted access test and pass which allows me to ride upto a 250cc for 2 yrs, after which i automaticallly get a free upgrade to a full access license so i can then ride ANY cc bike.

Option 2 - sit a full access test, longer ride and more costly than the option 1, but when i pass i can ride any cc bike straight away without waiting the 2 yrs.

After the new changes in Jan 2013 we will NOT get the free upgrade after 2 yrs if we sit option 1 and pass. Instead they want you to be permanently resrticted to 250cc unless you sit ANOTHER test to get the full access.

This takes away your options now cos the option 1 route was a lot cheaper and a lot safer, instead of just jumping on a huge bike i had to stay under 250cc so it made me graduate up the cc's. Now the added cost of having to pay and sit another test after 2 yrs to move to a full bike license makes that unattractive so many will just pay to get full access in one go instead, easier and quicker but more dangerous if you run out and buy a 1000cc Yamaha the next day.

Theyre also raising some minimum ages too, but unfortunately that wont affect me  :(

 The Scooter tuning is not a crime dudes are going to have a real problem with this once the jackboot thugs start trying to catch them.

Police chases never end well, at least here in Albuquerque several fatalities have resulted in a No Chase policy by APD for motorcycles.

Scooters are ubiquitous, and the 50cc ones are not regulated, so there's a cadre of scofflaws that try to ride under the radar, myself included.There's a Ruckus with a 150 engine and no licence plate, I put a Honda 49 RR sticker on each side of the Roketa 21B, I didn't get a title with it, so I hope for the best and just watch for cops.

Yesterday I was on my outlaw TaoTao 150 and a Deputy Sherrif on a BMW 1200 got behind me so I eased over by the bicycle lane and just puttered along with my blinker on until he passed me up and turned off.

I think I'll start riding more douchely and stop combat dogfight attacking the real 50's that are going all slow, though, that's just going to get me noticed, and then I'll be Rodney Kinged by the side of the road. Cops hate scofflaws.

But I'll still fight the Law til the Law wins, especially when they keep changing the rules.

I totally expect the police will all get a memo telling them of the changes once it does come in, then for a while they will be pulling everype-2003 moped bike and scooter they see. Its all b.s. I break 2 of their laws at least every day already, ride my derestricted & tuned A50 every day going 45-50mph when im meant to be restricted, and i ride wot everywhere unless its dangerous so i break speed laws 90% of my journey, EVERY DAY. Im not fussed on that bit myself too much since it wont affect me, tho i did have a 1972 Douglas Vespa 50cc a while ago so if i still had that i couldnt legally ride it after new year. Im more annoyed i wont get a free automatic upgrade to a full unrestricted license f i dont sit my test by Dec 2012. Now i got to get my ass in gear, finish my Vespa 125 and sit my test on it before the laws change.

All vehicles here need registered, taxed, insured and yearly tested anyway so its not like it is over there for small scoot riders. Its just going to be more hassles, more penalties, more money and more time for us riders to get our full license. Its also going to put some young would-be new riders off buying a scoot in the 1st place due to the costs of going thro the exams etc.

Hm, maybe that is a primary facet of the conspiracy, to cut down on the numbers of scooters by Draconian regulation.

I'm just crazy about Kymcos, and they're all licensed and insured, so I do keep them on the up and up, and it only costs $350 a year for all of 'em. That's less than half what it costs for the '97 Land Rover, and it never leaves the house.

I'm kinda obsessive compulsive about scooters, but it doesn't make sense not to buy when the price is ridiculously low. I figured I'd have some fun modding and customizing and then sell them, but I never find anyone I can trust to take care of one and not crash it, mostly because it could be deadly. So I'm stuck with a garage full, and of course, there's the shed out back, half a dozen street legal Kymcos, and a few oddsod Chinese GY6 150s.

About the only scooter intolerance that has developed out here in the West is warning tickets for parking on the sidewalk and 'No motorized vehicles' signs by the bicycle racks, except for the usual scooter hatin' cagers trying to kill you, either out of malice or ignorance.

But once the word gets out about the European style regulation, I'm sure the gallant scooter outlaw will just fade into the sunset, or be hanged on the gallows on Main Street, with his scooter impounded in Boot Hill.

Can't imagine why the laws in Europe are so over-regulated? I have a motorcycle license and I can ride anything from a 50cc up to a 1198cc bike with no need retake any test. I renew my registration and license, pay my insurance and that's it (NJ suspended motorcycle inspections a couple of years ago).

There'ed be rioting in the streets of the U.S. of that was required over here. Is it because there are more 2 wheeled riders on the road, or is this the nature many European countries?

I've always been under the impression that Europe was more restricktive then the US with the US catching up fast. I too don't see the need to have more then 1 MC lic., either you can ride or you can't, sounds like they want more money.

Its probably mainly a money making exercise i think myself. Because i sat my car test before 2003 thsat meant i could automatically could ride a 50cc restrited bike too, without ever having even sat on a bike ever. After 2003 anyone sitting their car license lost this bonus and had to sit a basic cbt test which allows you to ride on learner plates for up to 2 yrs,in which time you either had to sit the full test or resit the cbt again to get another 2 yrs.

For someone who has no intention of riding a big cc bike the cheaper option was to sit the stage 1 full bike test,get a license to ride up to 250cc for 2 yrs then it automatically let you ride any cc bike after that anyway. You prob would never use it to ride a big bike but you could if you hose after 2 yrs with no need to sit any further test ever.

With this new law its going to cost several hundred £'s more to get the same full unrestricted license.

Improb just going to do the cheap test before the new law comes in so hopefully i still qualify to get the free upgrade after the 2 yrs, just need to heck this out over the next few months to make sure. Just means i'llneed to sit my test in Autumn or winter,whih will be fun  :o
