Engine Hesitation issues when Turn Signals operating.

When accelerating from a dead stop, or through the midband, the scoot will run fine as long as the turn signals are not on but hesitates when turn signals are flashing. The hesitation is also synchronized to the turn signal light bulb being on. (Bulb on hesitation, bulb off, no hesitation, repeat..). 

Idle- no issues.
Starting- no issues
Headlamps- dim (as always) regardless of speed.
Battery charger says "full charge".   
Weather-appears unrelated as it is usually warm 60 degrees +.

My first problem with the scoot and I am scratching my head. Ideas?

A short or fault in the turn signal circuit?
Water built up inside the actual light housing?
Problem with the regulator/rectifier?
Chaos is my co-pilot.

Certainly sounds like a short to ground. My schematic shows only the blinker, handlebar switch, 4 turn bulbs
and dash indicator in the circuit. Try putting a meter on the power somewhere and run the flashers. See if the
voltage is varying. Elsewise look around for some wires rubbing. My old bike had problems around the headset
and rear shock adjuster.

 You might need to remove the flasher and all 4 bulbs and meter the wires to ground. Good luck!

 It just occurred to me it might be a bad connection. Check the battery terminals and the 3 yellow wires
from the stator. The battery could be loose and causing low power available (blinkers use 40 watts!).
And stator wires are known to melt and corrode causing poor charging...

no battery ?
having same issue in my super 8
i removed battery because of winter , so when i tried yes it was slowly blinkers

good advice here, sounds like a definite short. Have a look at your regulator rectifier connections too though. I'd also check the connection from battery to earth(frame) and engine earth to frame
