All modern cold engines with carbs start best if the throttle is closed and the choke is applied 1/2 or full.....
A general rule to start from (is that a good pun ?)
Opening the throttle defeats the function of the choke.
If an engine is flooded, then opening the throttle with NO choke, will aid clearing out the excess gas in the cylinder.
Just be sure that the scooter is on the center stand and the rear wheel is off the ground.
