Battery recharge problems

Hey you guys hoping you guys can help me out on this. I cant find the reason why my battery wont recharge. I tested the plus and minus power cables and they are not putting any power  out when the scooter is idling or even running for throttle.
Things to note my head lights work, full brights, and break lights that is pretty much it. But only if I dont have a battery in.
I can put a battery in and it will work for a couple hours but that is it. With the battery I can start the scooter, the turn signals work, and horn works.
Some odd things I noticed: When I have a battery in the scooter will crank without keys in, break light is always on without keys, turn signals work without keys, horn works without keys. I dont know if this is normal or not but it does not seem like it is. FYI I got this off the auction. Everything else seems to be fine. Feel free to ask questions. Will take any advice. Also about to change the fuses.

Unfortunatly the only service manual I can find online stops at chapter 7 and the electrical is in chapters 12,13,14,15.
You'll need a wiring diagram to do anything with that...

Have you tested the starter relay?
