Depends on what country you're in or what version is your scoot U.S., Euro, Asian? ... Is your speedometer in miles or kms.?

The speedometer has two rings,, inner and outer... If the outer ring with big numbers is in miles, then it's in miles per hour... If the outer ring is in kms., then it's kph...
