cold start up?

my 2009 kymco  people 250 s when cold has this very fast warm up like 3000 rpm or more.
 is this normal?
 the bike shakes and bake wheel really spins fast
this drives me nuts
 i have the not had this kind of warm up cycle.  i hate it so bad i want to sell it
 i have had many many scooters none of the have done this
 is there a way to turn it down if so where is it
 please help

That is normal. A cold engine warms up faster at fast idle. A larger single cylinder like the 250 may have more vibrations compared to a smaller motor.

What kind of scooters did you ride before?
