startup whine

OK, so I have a new mechanical question to those with a better understanding than myself.

After a year of owning my super 8, startups are a little slower than they used to be.  When I hit the ignition button it sometimes whines for a few seconds (electrical noise) before it catches into actually revving.  Does Anyone know what the cause of this is or how to fix it?  I'm assuming something is sticking somewhere, not moving as freely as it should, but for all I know its a sign of being underpowered?  It does have a new battery tho, so it doesn't seem like it should be that.

If something is sticking more than it should be, what should I be looking at?  I'd like to get it back to where hitting the starter kicks it into motion as instantly as it used to.

Thanks very much for suggestions.

The scooter starter is an electric motor with a starter clutch and bendix assembly. The bendix attaches to the flywheel teeth when you crank the engine. What you hear whining might just be the starter motor turning and the bendix not turning or the bendix turning late... Your problem might be the starter clutch....  I just don't know if you can buy the clutch only ....
The starter clutch spins freely counter-clockwise, but grab when spun clockwise.

This is the starter clutch...

this is the clutch gear assembly,,..
